Technology services company Vivicta has been selected as the Legal Register Centre’s partner for artificial intelligence expert services, the company announced on 28 October.

The contract covers two areas, AI agent development and AI-enabled software engineering. Its combined estimated value is about €2.3m over four years.

The Legal Register Centre, known in Finland as ORK, is an expert agency in the Ministry of Justice’s administrative sector. It develops and maintains the justice administration’s information systems, manages key registers and enforces financial penalties.

The deal is part of its AI and Automation Development Programme, which aims to speed up AI adoption across the sector and strengthen organisations’ ability to develop and deploy AI solutions securely and in a controlled way.

Turning pilots to working services

Vivicta’s experts will support projects, system development, AI pilots and other assignments across the administrative sector.

The work includes AI solution architecture, AI agent and software development, data management, DevOps and user experience design, and is meant to help turn pilots into operational services and systems, Vivicta said.

The centre’s head of architecture and AI, Matti Lahti, said the opportunities for AI in the public sector are expanding fast. The sector needs partners that combine strong technical expertise with secure and responsible implementation, he said. The procurement will help it use AI effectively and in a controlled manner.

The announcement gave no start date and did not say which projects the work would cover first.

A competitive tender

More than ten bidders submitted offers for each of the two areas awarded to Vivicta, the company said.

The Legal Register Centre published the tender notice on 23 June, with a deadline of 14 August, according to the EU’s tender database.

The notice split the work into three lots. They covered AI and agent solutions, support for customer solutions and processes, and agent-based systems development. Vivicta says it was selected in two areas.

Vivicta is a Nordic technology company with more than 7,000 experts. It was formerly Tietoevry Tech Services. It became a standalone company in September 2025 and is owned by funds advised by private equity firm Agilitas.

Ilmari Saastamoinen, head of public sector at Vivicta Finland, said successful AI adoption in the public sector depends on solutions that are “secure, practical and ready for controlled deployment”.
